This is a live wallpaper app and you need to set it via home screen menu > wallpaper > livewallpaper.
You can tweak this wallpaper by going to the settings edit wallpaper option. You can change the position, size, transparency, color filter of active components in the wallpaper.
Note that permissions are used for advert and own custom background image.
